Notice that C# is being used for the bottom 6th string instead of the standard C note; thus giving us a Dominant A7th chord open on strings 3,4,5 and 6. Strumming the same strings with the bar resting on fret 3 would give us a Dominant C7th chord.

You can see below how the dominant 7th chord doesn't form naturally from the scale of A. We need a G, not a G# Major.

Key of A: A (1st) B C# (3rd) D E (5th) F# G# (7th)

Since our required chord note is G, we have to flat the 7th note from G# major to G dominant instead.
